REACH is an EU regulation which completely restructures and rules the chemicals act within the EU. REACH came into force on 1st June 2007. However, essential core elements of the new law will become valid only one year later, e.g.. the registration liability.
REACH stands for a change in paradigm within the legal regulation of chemicals, which REACH calls "substances". Whereas up to now the public authorities had to examine the hazard risk of substances and possibly take the corresponding measures, now the companies who are producing or importing the substances in the EU are responsible for the risk assessment and evaluation of their products.
This responsibility applies to all sectors of the chemical industry. It thus also concerns lubricant producers. Furthermore it applies to all levels of the supply chain, i.e. it starts with the producer of the base materials, ranges via the formulator of a lubricant, and ends with the end user.
REACH thus intensifies the communication within the supply chain in an up to now unknown manner and thus creates transparency with regard to hazards and risks.
